Dr. Velazquez has a Bachelor of Business Administration and a Master in Educational Administration from New Mexico State University (NMSU) and a Doctor in Educational Leadership and Administration from the University of Texas at El Paso (UTEP).

Dr. Velazquez brings a strong background in educational leadership and research with over 20 years of experience working at Hispanic-Serving Institutions (HSIs). She has extensive administrative experience in accordance with institutional objectives, policies and procedures.

Dr. Velazquez is skilled in collecting and analyzing data, and preparing and developing statistical analyses and reports. She is knowledgeable in providing guidance with budget development and strategic planning, as well as overseeing major financial accounts, including state funds, grants, gifts and endowments. She can provide various financial, analytical and business transactional support.

Dr. Velazquez is a teacher and mentor, capable of planning, coordinating and executing student success activities. Furthermore, she has experience in conceiving and building programs from the ground up through proven competencies in administrative leadership, project and program management, staff development and empowerment.

Dr. Velazquez has an extensive background of developing, implementing and managing sponsored programs under NCLB, NIH and NSF for secondary and post-secondary first-generation students, at-risk and financial need students, racially and ethnically diverse populations and second-language learners. She is an effective communicator in English and Spanish with excellent planning and organizational strengths, as well as the ability to lead, establish goals and attain results.

Dr. Mulla completed his master’s and Ph.D. degrees in the Department of Epidemiology and Biostatistics at the University of South Florida College of Public Health in Tampa. Prior to joining the Department of Obstetrics and Gynecology in 2006, Dr. Mulla was a faculty member at the El Paso Regional Campus of the University of Texas School of Public Health at Houston (UT-Houston). He has worked over 20 years as an epidemiologist and authored over 95 papers in peer-reviewed journals. Dr. Mulla’s honors include the Outstanding Teacher Award from UT-Houston, and the Professional Achievement Award from the University of Arizona Alumni Association in Tucson. Dr. Mulla is certified by the National Board of Public Health Examiners.

Before joining the Department of Ob/Gyn, She worked on the VOC biomarkers of breast and ovarian cancer subjects, CSC Signaling Complex in Angiogenesis, and NMR characterization of signal transduction proteins.  Her major areas of research have been Polycystic ovary syndrome, hyperandrogenism, the effect of EDCs, and relative metabolic disorders. Her research group also works on the risk of neuropsychiatric disorders in children born to PCOS mothers.  During the past years, Dr. Dubey's group has intensively worked on the COVID-19 outcomes in maternal and neonatal subjects. She has been working on the reproductive health of Hispanic females, the etiology of various menstrual disorders, metabolic disorders, endocrine disruptors, and hyperandrogenism. She has worked for over 6 years as an analytical chemist and has authored multiple peer-reviewed publications in journals such as JAMA Network Open, the European Journal of Endocrinology, Nature Scientific Reports, Translational Psychiatry, BMC Pregnancy and Childbirth, and EJOGRB. 

During Kate’s undergrad, she spearheaded research work at an R1 institution for the study of HIV and West Nile disease. Kate’s primary focus was on the expression and detection of (Slfn) a family of proteins primarily found as an inhibitor of viral protein synthesis in HIV.  Kate’s in-depth background in clinical research has allowed her to utilize these skills to aid the field of OB/GYN to help women receive improved health care.  

During her undergrad, Madison had conducted research that aided the El Paso county commissioners and El Paso Parks and recreation to improve the environmental quality of lakes and agriculture through homeopathic remedies. She later conducted research for the EPA’s Border 2020 Project that provides clean water to rural communities along the El Paso and C.D Juarez border. This project led her to pursue her Master’s in Public Health, where she continued to strengthen her background in research by aiding the CDC with data collecting regarding Mask usage during the COVID-19 pandemic and partook in data analysis for the NSF funded RAIN Program that Promotes STEM education to Rural communities along Arizona. Madison strives to continue utilizing her research skills and help improve women’s health here at Texas Tech and on the southwest border.
